Use a resource's standby now

Answers 200 with the recovery operation the swap ran under (on_demand: true when the resource was healthy with no open incident, spending no allowance). Undo is offered for 24 hours through the revert endpoint. Raises recovery.resource_replaced and recovery.standby_removed with reason: used, beside the operation's recovery.operation_started and recovery.operation_completed.
