The programme is Subscriby's own, so the ledger these events describe is Subscriby's: a partner earns a share of what the creators they referred pay Subscriby, and Subscriby Credits or pays it.
Every event in this family is about the partner's own account, never a project: project_id is null and the event is delivered to the endpoints of the partner's current team. Two describe the standing (partner.application_approved and partner.application_rejected), one the rate (partner.rate_changed), two attribution (partner.referral_signed_up and partner.referral_converted), four the ledger (partner.reward_earned, partner.reward_approved, partner.reward_credited and partner.reward_reversed), and partner.payout_recorded is Subscriby saying money left.

The rate is a ladder, and a referral keeps the rate it was promised
Every approved partner starts at 5% of every invoice's total before tax, for 12 months from each conversion. Each promotion commitment Subscriby verifies (a long-form video review worth up to 10 points; a short video, a comparison article or a case study up to 5; a partner link in a community's public description up to 3) adds its points scaled by the reach of the audience it was done on, one the application declared for a channel the commitment fits: nothing below 10,001 followers, half from there, then 60%, 70%, 80% and 90% per band up to the full points over 1,000,000. Reaching 10 and 25 paying referrals adds 5 points each, and the sum is capped at 30%. An approved partner may add a commitment the application did not make, from the Partner Program page, on a declared audience or a new one above the floor; its proof is due 60 days from the day it was added and the rate moves only when it is verified. Rates are never negotiated: the ladder alone sets them. The points of a verified commitment are frozen at verification, at the band the owner judged the channel to be in. The partner's current rate is copied onto a referral at conversion and every reward it earns is priced from it. A raise is also written onto every referral still inside its commission period, because a partner is owed the rate they reached on every creator they brought. A drop happens only when a verified commitment's work vanishes or goes private and its points are withdrawn: the rate comes back down on every referral still inside its period, and every commission not yet credited or paid out is recalculated at the lower rate (partner.reward_earned rows keep their ids; their amount changes and the row carries the note repriced); money already credited or paid out stays where it went. partner.rate_changed fires on every move.
Money is a decimal string in USD
amount and base_amount are decimal strings with four decimal places ("9.3600"), never numbers: parse them as decimals, as with every amount Subscriby sends. Platform invoices are billed in USD, so currency is always USD. A clawback is a negative amount. base_amount is the invoice's total before tax and after any discount, the figure the commission was taken from.
